when they list the weight of meat, is it cooked or raw? When should I weigh it?

Personally I always weight my meat raw. I just make sure that it is thawed thoroughly.

When you buy hamburger patties the weight on the box states "Weight 1/4 lb before cooking". So I'm pretty sure that you should weigh before cooking.
