Hash Brown Casserole

4 cups hashed brown potatoes, thawed
3 tablespoons oil
1/8 teaspoon pepper
1 lb lean ground beef
1 3/4 oz powdered brown gravy packet
1 cup water
2 cloves garlic, minced
10 oz vegetables, cooked halfway - corn, peas, etc
8 oz low fat cheddar cheese, shredded
2 3/4 oz Durkee fried onion toppers

Preheat oven to 400 degrees. In 13x9 casserole dish, combine thawed potatoes, oil, and pepper. Firmly press mixture across bottom and sides of dish. Bake uncovered for 15 minutes. Lower oven to 350 degrees.

Brown beef and garlic. Drain. Stir in gravy mix and water. Bring to a boil. Add vegetables and reduce heat to medium. Cook for 5 minutes. Stir in 1/2 the cheese and 1/2 the fried onions.

Place the mixture in the potato shell. Bake uncovered at 350 degrees for 15 minutes.

Sprinkle with the remaining cheese and fried onions. Bake for 5 minutes.
