CHICKEN BARLEY STEW

16 cups fat-free chicken broth -- homemade
2 pounds cooked chicken -- or turkey
1 large onion -- chopped
1 cup carrot -- chopped
2 stalks celery
2 cups barley -- hulled, uncooked
6 cloves garlic
1/4 cup low-sodium soy sauce
1 large bell pepper -- red chopped
salt and pepper -- to taste
chives -- optional

Place everything in a large crockpot and cook on HIGH 4 hours. Turn to LOW and cook until barley is tender.
Taste and adjust seasonings. Top with a sprinkling of chives before serving.
